N O T E
Authors' Note: The use of the pronoun
"he" when referring to a Frater is strictly colloquial and is
all-encompassing. Fraters may be men or women, and "he" thus refers to a
Frater irrespective of sex or other qualifying characteristics.
The Constitution of Alpha Zeta Omega is the Supreme Law of the Fraternity. It may be amended only in accordance with Article X (that is, by 2/3 vote at the annual convention and subsequent ratification by a majority of the chapters within the following fraternal year).
The Constitution begins on page one of this book and continues until page 21.
The By-Laws of Alpha Zeta Omega begin on page 22 and continues to the end of this book. They are concerned with detailed procedures of the Fraternity and may be changed only in accordance with Section 17 of Article IV (that is, by 2/3 vote at any Supreme meeting, with no chapter ratification necessary).
I N A P P R E C I A T I O N
To those Fraters, over the course of almost ninety years, who worked together to hammer out these Fraternity laws for the common good. Their hours of devotion to Alpha Zeta Omega are shown in the pages of this booklet.
We, members of the profession of pharmacy, having discovered that through intimate association with one another, and by the practice of the virtues of mutual trust, sympathy, faithfulness and unselfishness, have been able to advance our profession, exalt our Alma Mater, and build strongly our individual characters; and being desirous of maintaining and expanding that principle of association, friendship and co-operation, do hereby establish this constitution for the Alpha Zeta Omega Pharmaceutical Fraternity.
The purpose of AZO shall be to aid, in all ways possible, the public, the profession of pharmacy, the colleges of pharmacy, and both needy and gifted students, both graduate and undergraduate.
Name and Composition
Sec. 1. This organization shall be known as the Alpha Zeta Omega Pharmaceutical Fraternity, Inc.
Sec. 2. The organization shall consist of a Supreme Chapter and such Subordinate Chapters as may now hold charters granted by the Supreme Chapter and chartered in the future. The term Subordinate Chapters shall include all Collegiate and Alumni Chapters.
Sec. 3. A member shall be termed a Frater and be addressed as a Frater.
Sec 4. Membership shall be limited to men and women of good moral character in attendance at a recognized college of pharmacy, and to graduate pharmacists, both men and women.
The Supreme Law
Sec 1. This Constitution, the By-Laws enacted by the Supreme Chapter, not in conflict therewith, and the Ritual with the instructions contained therein, shall be the Supreme Law of this Fraternity.
Departments of Government
Sec 1. The powers of the government of this Fraternity shall be divided into three co-ordinate departments, Legislative, Executive, and Judicial.
Legislative Department
Sec. 1. The legislative powers of this Fraternity shall be vested in the Supreme Chapter, which shall consist of the Supreme officers and the representatives of the Subordinate Chapters who have been duly elected by their subordinate bodies to attend the sessions of the Supreme Chapter.
Sec 2. The officers of the Supreme Chapter shall be as follows:
Supreme Directorum,
Supreme First Sub-Directorum,
Supreme Second Sub-Directorum,
Supreme Signare,
Supreme Associate Signare,
Supreme Excheque,
Supreme Bellarum,
Supreme Council Members,
Supreme Undergraduate Representative,
Supreme Azoan Editor,
Supreme Deputy,
Supreme Historian,
Supreme Chaplain,
Supreme Azomedic Chairman,
The 3 members of the Supreme Board of Justice.
Sec. 3. All the above officers shall be
elected or appointed, according to the provisions made for them in this
Constitution.
Sec. 4. All of the above officers, with the exception of the Signare
shall serve for a period of one year from the date of
their election and until their successors shall
have been duly elected and installed in office.
The Supreme Signare shall serve for a two-year term.
Sec. 5. The Editor, the Deputy, the Chaplain, the Historian, and the Azomedic Chairman shall be appointed by the Supreme Directorum. The Supreme Council Members shall be chosen by their subordinate chapter. The Justices shall be the three immediate past Supreme Directorums. With these exceptions, all of the officers shall be elected at the annual convention.
Sec. 6. The Supreme Board of Directors in its entirety shall consist of the Supreme Directorum, acting as Chairman, the two Supreme Sub-Directorums, Supreme Signare, Supreme Associate Signare, Supreme Excheque, Supreme Undergraduate Representative, the Supreme Bellarum, and the Supreme Council Members.
Sec. 7. The Immediate Past Supreme Directorum shall automatically be elected to the Supreme Board for a one-year term. In the event there is no outgoing Supreme Directorum, or if he declines to serve this one-year term, his predecessor as Directorum shall automatically remain on the Board of Directors for another year.
Sec 8. All of the other Supreme Officers (see Section 2 of this Article) -although not members of the Board of Directors- shall be automatically invited to all Board meetings.
Sec. 9. The AZO Fund shall be administered by a Board of Trustees. It shall consist of ten seats, which shall be occupied by the Supreme 1st Sub-Directorum, the Supreme Excheque, the Money Order Chairman, the Roy Scott Memorial Foundation Chairman, the Director of Financial Affairs, the Insurance Chairman, the Greeting Card Chairman, the Chairman of the Ephraim G. Sless Memorial Fund, the Coupon Chairman, and the Director of Trade Relations. The Supreme 1st Sub-Directorum shall be the chairman of the entire Board of Trustees of the AZO Fund.
Sec 10. Any Frater in good standing with the Supreme Chapter and his Subordinate Chapter at least one year shall be eligible for Supreme office, with the following additions:
(a) A candidate to be eligible to the office of a Supreme Justice must be a past Supreme Directorum.
(b) A candidate to be eligible to the office of Supreme Directorum must have previously served two years in the Supreme Chapter as an officer. One year must have been as an elected officer.
(c) Supreme Directorum cannot succeed
himself, with these exceptions:
(1) in the event the retiring 1st Sub-Directorum is not
available for any office the following year, the outgoing
Directorum may then be a candidate to succeed
himself.
(2)In the event the 1st
Sub-Directorum assumes the duties of Supreme Directorum for a
period prior to the Convention, he may then be
a candidate for the office of Supreme
Directorum.
(d) The Supreme Undergraduate Representative and the Fraters appointed as Associate Undergraduate Representatives must all be undergraduates.
(e) The Nominating Committee shall nominate for Supreme Directorum, the outgoing Supreme First Sub-Directorum. The Nominating Committee shall nominate for Supreme First Sub-Directorum, the outgoing Supreme Second Sub-Directorum.
(f) In the event that any office with a term of greater than one year is vacated. a successor shall be elected for the remainder of the unfinished term.
Sec. 11.
(a) The Supreme Chapter shall consist of the officers of
the Supreme Chapter, the Directorum of each Subordinate
Chapter, and one elected delegate of each
Subordinate Chapter. All officers as outlined
in Sec. 2 of this article shall have a vote with the
exception of the Supreme Azoan Editor, the Supreme Deputy,
the Supreme Historian, the Supreme Chaplain,
and the Supreme Azomedic Chairman.
(b) All past Supreme Directorums, not otherwise voting, shall each have one vote.
(c) The term of office for delegates shall be one year from their date of election.
(d) At the same time that delegates are elected alternate delegates possessing the same qualifications shall be chosen, in the same manner, to serve in the place and stead of any delegate should he for any reason fail to attend the session of the Supreme Chapter for which he was chosen. Such alternate and delegate shall be elected at the same time. Their manner of election shall be the same as for chapter officers, with the exception of the Chapter Directorum.
(e) Delegates from a Subordinate Chapter under charter shall have full voting privileges at any meeting of the Supreme Chapter.
(f) In the case of Chapters paying more than 25 activity fees, one extra delegate is permitted for each 20 fees above 25. The determination shall take place fifteen days prior to the Annual Convention, and shall continue in effect from that day forward until the next determination date, fifteen days prior to the next Annual Convention.
(g) A delegate must be present to cast each vote to which a Chapter is entitled.
(h) No person shall be entitled to a seat in the Convention or any meeting of the Supreme Chapter while he is not in good standing with his chapter. Any officer, member of a committee, or delegate, shall forfeit his position for a failure to keep in good standing with his respective organization.
(i) A Supreme Officer may not answer roll calls or vote as a Chapter delegate unless he is the only member of the Chapter present, and if the Supreme is not paying his expenses to the meeting. In any case, he then forfeits his Supreme Officer's vote for that session.
(j) No chapter may vote for another chapter.
(k) No member of one chapter may vote for another chapter.
(l) Only Chapters in good standing can vote. A Chapter in good standing has paid its Chapter tax prior to the Annual Convention.
(m) Only Fraters in good standing can vote. A Frater in good standing is one who has paid his activity fee prior to the opening of the Annual Convention (first business meeting) except those Fraters excepted by the Constitution.
Sec 12.
(a) The Supreme Chapter shall meet at least semi-annually in
regular session.
(b) Special meetings shall be held at other times, at the discretion of the Supreme Directorum, or at the written request of five members of the Supreme Chapter.
(c) The Annual Convention shall take place at the regular meeting of the Supreme Chapter in the summer.
(d) The other Supreme meeting(s) shall be called Regional(s).
(e) As far as is practical, resort areas shall be used as sites of all regularly scheduled Supreme meetings.
Sec 13. The Supreme Chapter shall be the judge of the election and qualification of its members. It shall have the power to suspend or remove from office any of its members, as may be provided by the bylaws.
Sec. 14. The Supreme Chapter shall have the power:
(a) To define the power and duties of its officers and committees except as they may be fixed by the Constitution.
(b) To define offenses by any member or Chapter of the Fraternity and prescribe penalties therefore.
(c) To provide revenue for the Supreme Chapter, control its property, and appropriate its funds.
(d) To provide for the institution of the Subordinate Chapters, the issuance of charters thereto, the manner in which the same may be suspended or forfeited, and the laws by which the same may be governed.
(e) To provide the ritual and prescribe the paraphernalia, elements and jewels used in the Fraternity.
(f) To provide by statute for the enforcement of the orders of the Supreme Chapter, and the Supreme Directorum, and the decrees, judgments, and orders of the Supreme Board of Justice and the Subordinate Boards of Justice.
(g) To enact all rules which shall be necessary for carrying into execution the powers vested by this Constitution in the government of the organization or any department or officer thereof, or such as will preserve the interests or promote the general welfare of the Fraternity.
Sec. 15. The Supreme Chapter may by statute provide for the impeachment and removal from office of any Supreme officer, and define the offenses for which impeachment may be, but shall possess no other power with reference thereto than removal from office and qualification to hold office in the Supreme Chapter thereafter.
Sec. 16. All laws enacted by the Supreme Chapter shall be of general application, and shall be called by-laws.
Sec. 17. Any proposed by-law or amendment of a by-law shall be submitted in writing and filed in duplicate with the Supreme Signare, and shall set out in full the proposed statute or amendment as the same shall read if adopted; provided, however, two-thirds vote is received.
Sec. 18. All by-laws shall take effect on the final adjournment of the Supreme Chapter at which meeting they were enacted, unless otherwise provided for.
Sec 19.
(a) A Supreme Officer shall not be convicted and removed on
impeachment without a two-thirds vote. All other questions,
excepting amendments to the by-laws shall be by
a majority vote.
(b) "Two-thirds" shall be construed as two-thirds of those present and voting, provided thirty days notification given (to the Fraternity, by the Supreme) of the meeting.
Sec. 20. The Supreme Chapter shall annually fix a per capita tax upon each active member of the Fraternity, for raising revenue to meet expenses of the Supreme Chapter. Such per capita tax to include a subscription for a year for the official publication of the Fraternity. No money shall be drawn from the Treasury except in pursuance of appropriation made by statute.
Sec. 21.Collegiate Chapters may be instituted as Subordinate Chapters at any recognized College of Pharmacy wherein at least six students possessing the proper qualifications petition the Supreme Chapter for a charter. Alumni Chapters may be instituted as Subordinate Chapters in any city, county or state wherein at least twelve Alumni of the Fraternity who are possessed of the proper qualifications petition the Supreme Chapter for a charter.
Sec. 22. Collegiate Chapters shall be named by the Supreme Chapter in rotation, according to the Greek alphabet, whenever possible. Alumni Chapters as organized shall be named according to the city, county, or state in which they are located.
Sec. 23. The Supreme Chapter shall keep an account of its proceedings at conventions, which shall be published and distributed in such manner as the Supreme Chapter may see fit.
Executive Department
Sec. 1. The executive power shall be vested in the Supreme Directorum.
Sec. 2. In case of the removal from office of the Supreme Directorum by death, resignation or inability to discharge the powers and duties of his office, the same shall devolve upon the other Supreme Officers named in Article IV, Section 2, and in the order named therein.
Sec. 3. The Supreme Directorum shall appoint all standing and special committees when the statute, motion, or resolution authorizing their appointment does not otherwise provide.
Sec. 4. The Supreme Directorum shall have the power to fill vacancies in office that are appointive with the consent of the Supreme Chapter and such appointees shall serve until the next annual session of the Supreme Chapter and thereafter for the unexpired term, if confirmed by the Supreme Chapter. He shall have the power to fill other vacancies in office that may occur while the Supreme Chapter is not in session, by granting commission, which shall expire with the ensuing session of the Supreme Chapter.
Sec. 5. The Supreme Directorum shall have general supervisory power over all subordinate officers of the Supreme Chapter, shall have access to all bodies, papers, documents, and letters of any officer of any Subordinate Chapter, and may require from any of them a report in writing as to any matter within his knowledge.
Sec. 6. The Supreme Directorum, at the meetings of the Supreme Chapter, shall make a report of his official acts, and the general condition of the Fraternity, and make such recommendations as he may deem proper.
Sec. 7.
(a) The Supreme Directorum shall have power by and with the
consent of the Supreme Board of Directors, to remove from
office for violation of law or for other good
cause, any officer of the Supreme Chapter, or
the charter of any Subordinate Chapter, and report the
same to the Supreme Chapter at its next session for approval.
(b) "Good cause" shall be so defined as to include-but not be limited to- violation of State and Federal Pharmacy Laws, and conviction of a felony involving moral turpitude.
Sec. 8. The Supreme Directorum shall have the power to convene a Subordinate Chapter in special session. Upon the convening of the organization the special order for the meeting shall be "Good for the Fraternity," under which the Supreme Deputy or Assistant Deputy shall have the right to take up the matter referred to and preside at the meeting.
Sec. 9. It shall be the duty of the Supreme Directorum to enforce the laws of the Fraternity, the decrees, judgments, and orders of the Board of Directors and to protect and defend the Fraternity and enforce the provisions of and strict obedience to the Constitution and Statutes of the Fraternity, and he is vested with all the power necessary for the performance of such duties.
Sec. 10. He may also exercise the power to reduce or waive the initiation fee of a new chapter.
Judicial Department
Sec. 1. The judicial power shall be vested in one Supreme Board of Justice and one Chapter Board of Justice for each Subordinate Chapter. The decisions of the Supreme Court of the United States construing the words "judicial powers" as used in the Constitution of the United States, shall be binding upon the Supreme Board of Justice of this Fraternity in construing the words "judicial powers" herein.
Sec. 2. The Supreme Board of Justice shall consist of three members, who shall be called the Supreme Justices, and whose term of office shall be three years. A Supreme Directorum, his term of office having just expired, automatically becomes a Supreme Justice for the ensuing three years.
Sec. 3.
(a) The Supreme Board of Justice shall meet at least two
terms each year, at times and places determined by it. The
last term of the year shall be held at the time
and place of the Annual Convention.
(b) At a Supreme meeting, regional or convention where the services of the Justices are required and where one or more Justices are not present, the vacant places shall be taken by the most recent past Supreme Directorums present who are not Justices. Such replacement shall remain in effect for the entire Supreme meeting, regional or convention.
Sec. 4. A Chapter Board of Justice shall consist of the Sub-Directorum as Chairman and the Directorum, Signares, Excheque, and Bellarum. This board shall try all members of its Chapter for violations of the laws of the Fraternity. Upon all trials in a Subordinate Board of Justice, the decision rendered by it shall be final unless an appeal is taken to the Supreme Board of Justice.
Sec. 5. Chapter Boards of Justice shall have original jurisdiction in all matters involving charges against a member of a Subordinate Chapter, appellate jurisdiction over judgments rendered by Chapter Boards. Original jurisdiction in all other matters shall be vested in the Supreme Board of Justice.
Sec. 6. The Supreme Directorum, when he deems it for the good of the Fraternity, may take an appeal from a Chapter Board to the Supreme Board of Justice.
Sec. 7. A decision of a Chapter Board of Justice shall be enforced pending appeal, unless stayed or suspended by order of the Chief Justice.
Sec. 8. All decisions of the Supreme Board of Justice shall be in writing, and shall be filed, together with all the data of the case, with the Supreme Signare. All decisions of Chapter Boards of Justice shall be in writing, and shall be filed, together with all the data of the case, with the Signare of the respective Chapter and with the Supreme Board of Justice.
Sec. 9. The Supreme Board of Justice shall prescribe the rule of practice and procedure for the Chapter Board of Justice of the Fraternity, when not prescribed by statute.
Sec. 10. The Supreme Justice who is completing his third year in office shall be the Supreme Chief Justice, and shall preside at all meetings of the Supreme Board of Justice. The other Justices shall be known as Associate Supreme Justices.
Sec. 11. The office of Justice of the Supreme Board of Justice shall in itself have no voting power at a meeting of the Supreme Chapter.
Sec. 12. The Supreme Justices shall install the newly elected Supreme Officers at the Annual Convention.
Subordinate Chapters
Sec. 1. The term Subordinate Chapters includes Alumni and Collegiate Chapters.
Sec. 2. Subordinate Chapter can be instituted only as provided in this Constitution and statutes enacted in conformity therewith.
Sec. 3.
(a) The offices of a Subordinate Chapter shall be as follows:
Directorum,
Sub-Directorum,
Signare,
Excheque,
Bellarum.
(b) Other offices may be created by a Chapter as required, but no office may be established that does not exist in the Supreme (see list, Article IV, Sec. 2). The only exception is that a Chapter may, if it so desires, split its Signare office into Recording and Corresponding Signares.
(c) When a Subordinate Collegiate Chapter has less than twelve members, the Signareship and Exchequer may be held by one Frater.
Sec. 4. The duties of the officers of Subordinate Chapters, be they Collegiate or Alumni, shall be the same.
Sec. 5. The initiation fee of any Collegiate Chapter shall not be less than twenty-five dollars, but the Supreme Directorum may lower or waive this fee, at his discretion.
Sec. 6. Alumni Chapters may be established in each city wherein there are one or more Collegiate Chapters. Alumni Chapters may also be established in any city, county, or state wherein twelve or more Alumni in good standing with the Supreme Chapter petition for a charter. No Alumni Chapter shall exist with less than twelve members.
Sec. 7. It shall be optional with a graduating Frater to remain in his Collegiate Chapter or join the Alumni if there is one in his city. A member active in an Alumni Chapter may at his own free will revert his membership to his original Collegiate Chapter.
Sec. 8. Each Subordinate Chapter in good standing with the Supreme Chapter, shall be entitled to send delegates to the Supreme Chapter meetings.
Sec. 9. Six members of a Subordinate Chapter, of whom at least two shall be elective officers, shall constitute a quorum.
Sec. 10. Subordinate Chapters must be governed according to the Constitution and by-laws of the Fraternity as contained herein, or suffer forfeiture of their charter.
Sec. 11. Each Subordinate Chapter shall display its charter in its meeting room when in session.
Sec. 12. Each Subordinate Chapter shall have general jurisdiction over its members, and such power and authority as may be incident to conducting the business of Subordinate Chapters not in conflict with the laws of the Fraternity.
Sec. 13.
(a) Undergraduate membership in this Fraternity is limited
to applicants of good moral character, and in attendance at a
recognized college of pharmacy.
(b) Graduates of pharmacy may become members of this Fraternity upon approval by the Supreme Chapter. They shall become active members of the Chapter in the vicinity.
(c) Where no chapters are located, a new member may be inducted directly into the Supreme, as a regular graduate or undergraduate Frater.
(d) Honorary members shall be those whom by extra ordinary achievement: in the profession of pharmacy, or on behalf of the Fraternity, the organization wishes to honor by membership. This membership is subject to approval of the Supreme Chapter.
The Convention, Supreme Chapter and Suspension of Charters
Sec. 1. A Supreme Chapter year shall be from one Annual Convention to the next Annual Convention.
Sec. 2. Officers of the Supreme Chapter shall be elected by the newly elected delegates from the Subordinate Chapters.
Sec. 3. The Supreme Chapter shall have a seal of which the Supreme Signare shall be the custodian, and he shall use the same to authenticate such documents or papers as require his official attestation.
Sec. 4. Neither the Supreme Chapter nor any Subordinate Chapters shall pass any retroactive law, nor any law in conflict with this Constitution, or the laws of the United States, or any country, state, or territory in which a Subordinate Chapter is located.
Sec. 5. When a Subordinate Chapter is suspended or dissolved by surrender or forfeiture of its charter, such chapter books, jewels, emblems, ritual and other effects of a fraternal nature shall become the property of the Supreme Chapter, and all tangible assets, financial treasuries, and fraternal paraphernalia revert to the custodianship of the Supreme.
The National Auxiliary
Permission is herein granted for the establishment of an Alpha Zeta Omega National Auxiliary. They shall be empowered to adopt their own rules for organization, membership, procedures, finances, and regalia and to use the name of Alpha Zeta Omega in the course of their activities.
Amendments
An amendment to this Constitution must be submitted in writing at an Annual Convention of the Supreme Chapter. If such amendment be approved by two-thirds vote of the Supreme Chapter, officers and delegates present and voting, it shall be submitted to all Subordinate Chapters for adoption or rejection, and at a times fixed when the Subordinate Chapters shall vote upon the same. Each Subordinate Chapter shall cast one vote for each member accredited to it upon the books of the Supreme Signare, and shall cast its entire vote either for or against the adoption of the amendment as may be determined by a majority of the members of the Subordinate Chapter present and voting. If any amendment shall receive a majority of the votes cast by those Subordinate Chapters which vote upon it, it shall be declared adopted, and shall immediately be promulgated as part of this Constitution.

Supreme Elections
Sec. 1. The Annual Election shall be at the Convention meeting, in the regular procedure of the business meeting.
Sec. 2. Nominations shall be made for all elective officers to be filled in the order they appear in Article IV, Section 2, of the Constitution. They shall be made immediately before the elections.
Sec. 3. Prior to the opening of nominations from the floor, a Nominating Committee shall report. This Committee shall be composed of one member of each Chapter in good standing. The Chapter will appoint its representative, in good standing, on this Committee prior to the Convention, with the name of the appointee given to the Supreme Signare at the Convention meeting. The Committee shall have a chairman, appointed by the Supreme Directorum, who shall preside at sessions of the Committee but who shall not participate in any debate within the Committee.
Sec. 4. It shall be the duty of the Supreme Signare to provide ballots, and a list of the names of the candidates for the various offices, for each Frater entitled to vote.
Sec. 5. The Committee on Elections shall act as the judges and tellers of the elections, under the supervision of the Supreme Directorum.
Sec. 6. If at any time of nomination there should be but one name proposed for any office, the Supreme Chapter may direct the Supreme Signare, or other Supreme officers to cast the unanimous vote of the Supreme Chapter for such a candidate.
Sec. 7. A candidate for a Supreme office, other than those provided for in these by-laws shall be declared elected upon receiving a majority of votes of the Supreme Chapter.
Sec. 8. The official installation of Supreme officers shall take place immediately following their election.
Sec. 9. Should any Frater vote illegally, he shall be brought before the Supreme Board of Justice, and if found guilty, the penalty shall be indefinite suspension from the Fraternity.
Sec. 10. No one individual shall be entitled to represent more than one vote, whether by proxy or otherwise.
Sec. 11. Proxy votes at a Convention must absolutely designate a certain Frater, or they will not be recognized. Proxy votes must also be signed by the Frater entitled to the vote originally, and must be attested by the presiding officer and the Signare of the Chapter to which he belongs.
Sec. 12. All elections of officers shall be by secret ballot only.
Sec. 13. Fraters to be nominated must be present at Convention. However, in the event that unforeseen severe illness or special occasion of an immediate family member, or other catastrophic events occur, a Frater must notify the Supreme Directorum and Supreme Signare prior to the first business meeting of the Convention. The Supreme Directorum and Supreme Signare shall notify the Supreme Chapter of this occurrence whereupon the Supreme Board of Justice shall meet and make a decision regarding the eligibility of the Frater seeking office.
Sec. 14. All officers shall serve for the period of one year from the date of their election, and until their successors in office have been elected and installed, excepting where otherwise provided by statute.
Sec. 15. All candidates for Supreme office must be in good standing with the Supreme Chapter and with their Subordinate Chapter.
Sec. 16. It shall be the duty of all officials retiring from office to deliver to their successors in office all money and property of any kind which has been entrusted to them as such officers, or which may have come into their possession during their tenure of such office.
Charges Against Supreme Officers
Sec. 17. Charges of conduct unbecoming a
Frater holding Supreme office shall be made to
the Supreme Board of Justice. The accused shall
have the right to defend himself against the
charges; if proven guilty he may be suspended from the Fraternity.
Sec. 18. Should the charges be false the originator of the charges
shall be severely punished, at the discretion of the Supreme
Board of Justice.
Sec. 19.
(a) Unethical practices of his profession, or breaking
the laws of the state government, shall be considered as
sufficient cause for bringing charges of
conduct unbecoming to a Frater.
(b) "Sufficient cause" shall include violation of Federal and State Pharmacy Laws and conviction of a felony involving moral turpitude.
Powers and Duties of Supreme Officers
The Supreme Directorum
Sec. 20.
(a) The Supreme Directorum shall preside at Supreme
Chapter meetings and Convention.
(b) He shall receive the reports of all Supreme officers, special officers, chairman of standing Committees, and Chapters, and shall expeditiously express their essence at Supreme Chapter meetings. The Supreme Chapter may by two- thirds vote agree to require the exact reading of any one report.
Sec. 21. He shall appoint a Supreme Deputy, subject to the approval by the Supreme Board of Directors, immediately after his election.
Sec 22. He shall have supervision and discretionary authority over all Subordinate Chapters.
Sec. 23. He shall call all meetings of the Supreme Chapter.
Sec. 24. He shall appoint all Committees necessary for accomplishing the purposes of the organization.
Sec. 25. He shall select all Committee Chairmen except those established by law.
Sec. 26. He shall appoint a Supreme Historian, a Supreme Azoan Editor, a Supreme Chaplain, and a Supreme Azomedic Chairman. These require no confirmation.
Sec. 27. He shall have power with the consent of the Supreme Board of Directors, in case of emergency, to call a special session of the Supreme Chapter. Said call shall state business to be transacted, and shall be held thirty days after issuance of call. No other business than that stated in the call shall be considered.
Sec. 28. The Supreme Directorum shall present at each regular Convention a complete report of the business and transaction of his office, during the year in which he served.
Sec. 29. In all cases where power and authority to do an act is granted by the Constitution or statutes, and such power is not vested elsewhere, the same is hereby vested in the Supreme Directorum. He is in no way prohibited from removing from office any appointed Supreme officer.
Sec. 30. He shall sign warrants drawn on the Supreme Treasury for which appropriations may have been made by the Supreme Chapter.
Sec. 31. He shall have access at all times to the books, papers, and accounts of the Supreme Chapter, and the Subordinate Chapters, and may, at his discretion, lower or waive the initiation fee for a new Chapter.
Sec. 32. He (and the First Sub-Directorum) shall be required to attend the Annual Legislative Conference of the NARD in Washington, D.C., and he shall expeditiously report back to the Fraternity the results of that meeting. All expenses shall be borne by the Supreme.
Sec. 33. He shall perform such other duties in respect to his office as usually pertain to such office.
The Supreme Sub-Directorums
Sec. 34. The Supreme First Sub-Directorum shall be the Senior Sub-Directorum. He shall preside at all meetings of the Supreme Chapter in the absence of the Supreme Directorum. He shall perform such other duties as usually pertain to his office.
Sec. 35.
(a) The First Sub-Directorum shall be Director of
Professional Affairs and, as such, all chairmen of
professional committees shall be directly
responsible to him. He shall be the chairman of
the Board of Trustees of the AZO Fund and of the
Committee on Awards. It shall be his duty to acquire
information on legislation that affects
pharmacy, and to disseminate this information
to the Chapters. He shall then urge each Subordinate
Chapter to discuss the information, establish opinions, and
return information to Supreme. Then, with this
broader base to work with, proper resolutions
and letters shall be sent from National AZO. At
the same time, the Sub-Directorum shall urge local Chapters
to inform their congressional representatives
of their opinions. He shall attend the Annual
NARD Legislative Conference in Washington, D.C.
He shall be Public Relations Director.
(b) The Second Sub-Directorum shall coordinate all communication between the Supreme and the undergraduate Fraters. He shall also undertake a program of communication with every American College of Pharmacy with suggestions of "Professional Programs" in which the undergraduates of these schools may participate. He shall be a member of the Undergraduate Convention Scholarship Fund Committee.
(c) Both Sub-Directorums shall be members of the Continuing Education Fund Committee.
The Supreme Signare
Sec. 36. He shall deliver to his successor in office all the records, correspondence, property, and other effects of the Supreme Chapter in his possession.
Sec. 37. The Supreme Chapter shall pay the traveling expense he incurs at a Supreme meeting, and also all other expenses incurred in the discharge of his duties.
Sec. 38. He shall keep a true record of the proceedings of the Supreme Chapter, and shall cause same to be printed as soon as practical.
Sec. 39. He shall, in the same manner, direct a Supreme Newsletter to be printed during the course of the year. The Associate Signare shall perform this printing and this distribution.
Sec. 40. He shall have charge of all the records, books, papers, and documents of the Supreme Chapter.
Sec. 41. Destruction of such instruments shall be done by him, provided that they have been preserved for at least five years.
Sec. 42. He shall be the custodian of all legal documents of the Supreme Chapter.
Sec. 43. He shall cause to be prepared all charters for Subordinate Chapters, and keep a complete record thereof.
Sec. 44. He shall cause to be prepared all fraternal certificates, and other fraternal paraphernalia. and keep a complete record thereof.
Sec. 45. He shall keep a record of all Fraters in the Fraternity.
Sec. 46. He shall keep a record of all Fraters who have been suspended.
Sec. 47. He shall prepare semi-annually an itemized report of the transactions of his office. These reports shall be read at the meetings of the Supreme Chapter.
Sec. 48. He shall on or before the time set, direct the furnishing of the Signare of the Subordinate Chapters with the blanks upon which they are to make their reports to the Supreme Chapter.
Sec. 49. He shall retain a permanent record book with copies of all letters that were written and sent as a result of action by a Supreme meeting. All replies to such letters shall also be maintained in this book.
The Supreme Associate Signare
Sec. 50. He shall distribute the records and proceedings of the Supreme Chapter which have been prepared and printed by the Supreme Signare. He shall prepare and distribute a Fraternity Government for the new administration following the convention.
Sec. 51. He shall print and distribute a Supreme Newsletter during the course of the year under the direction of the Supreme Signare, as follows:
3 monthly newsletters shall be sent to
every active Frater, these being in October,
January, and April.
4 monthly newsletters shall be sent to Chapter and Supreme
Officers only, these being in September, November, February,
and May.
2 monthly newsletters shall be prepared only if deemed necessary, in March and June, and if published, shall go only to Chapter and Supreme Officers.
3 months-December, July, and August-shall
have no newsletters.
The October and January Newsletters are to contain advertisements
for the forthcoming Regional, thereby removing the cost of
one general mailing from each host Chapter. "Chapter and Supreme Officers" shall be defined as the
Supreme Officers, past Supreme Directorums,
Alpha Fraters, Chapter Officers, and up to five
Fraters not previously listed from each Chapter. The
Supreme Signare, after the National Convention, shall
determine the identity of these five Fraters by
requesting same from each Chapter Directorum.
Sec. 52. He shall furnish the Signares of the Subordinate Chapters with the blanks upon which they are to make their reports to the Supreme Chapter.
The Supreme Excheque
Sec. 53. All funds of the Supreme Chapter coming into his hands shall forthwith be deposited by him to the credit of the Supreme Chapter in banks, trusts, or other financial institution of known solvency, to be designated in writing by the Supreme Board of Directors. Any addition to the funds, by way of interest, bonus, commission, percentage, gratuity, or otherwise, shall be added thereto.
Sec. 54. He shall collect and disburse the money of the Fraternity as directed by the Constitution and by the Supreme Chapter.
Sec. 55. He shall be the custodian of all monies of the Fraternity and he shall place them in interest-bearing accounts.
Sec. 56. He shall keep an accurate record of all finances of the Supreme Chapter.
Sec. 57. He shall inform the Supreme Signare, in writing, of all financial transactions.
Sec. 58. The current funds of the Supreme Chapter, collected by the Supreme Excheque, shall not be withdrawn, except by checks signed by the Supreme Excheque, and countersigned by the Supreme Directorum. In the event either the Supreme Excheque or Supreme Directorum is unable to sign, the Supreme Signare shall be an authorized signature.
Sec. 59. All claims against the Supreme Chapter shall be filed with the Supreme Excheque for payment.
Sec. 60. He shall control and administer the Undergraduate Convention Scholarship Fund, of which he is the Chairman.
Sec. 61. No claims against the Supreme Chapter shall be approved unless there appears on the face thereof, a certificate that services for which such claim is made have actually been rendered, and are in accordance with the laws of the Fraternity, or that the supplies for which claim is made have actually been received, and are in accordance with contracts entered into by the Board of Directors.
Sec. 62. The Supreme Excheque shall so keep his accounts of receipts and disbursements as to disclose the condition of any fund at any time.
Sec. 63. He shall prepare a typewritten form of all the transactions of his office, during his term of office, for the Supreme meetings.
Sec. 64. He shall arrange for a safe-deposit box in the name of the Fraternity. The Supreme Directorum, Supreme Excheque, and Trustees Chairman shall all be signatories thereto.
Sec. 65. The Supreme Chapter shall pay the traveling expense he incurs at a Supreme meeting, and also all other expenses incurred in the discharge of his duties.
Sec. 66. He shall turn over to his successor the monies, records, and correspondence pertaining to his office, with a letter of inventory, after final audit. The new Excheque shall duly prepare an inventory and include it in a letter of acceptance. Each of the 2 letters shall be sent to the Supreme Signare for insertion into the minutes.
The Supreme Bellarum
Sec. 67. The Bellarum shall maintain his position at the inner door of the Supreme Chapter meeting room, and allow none but those who are qualified to enter, and shall further execute the orders of the Supreme Directorum, and the Supreme Chapter. He shall maintain order at all the meetings of the Supreme Chapter and expel disorderly members at the instigation of the Supreme Directorum.
Sec. 68. The Bellarum shall maintain, and care for, all the Fraternity ritual paraphernalia, robes, and meeting equipment.
The Supreme Board of Directors
Sec. 69. A Supreme Council Member shall be selected from each subordinate chapter.
Sec. 70. In addition, the immediate past Supreme Directorum shall be a Board Member at-Large and shall be in charge of membership retention.
Sec. 71. The Supreme Board of Directors shall have general authority over all funds and property belong to the Supreme Chapter. A majority of the members of said Board shall constitute a quorum for the transaction of business. The Supreme Board of Directors shall meet as often as it shall deem advisable. The Supreme Directorum shall have the power to convene the Board at any time, for the consideration of such matters as he may lay before it. The Board shall act for the Supreme Chapter during the intervals between Supreme Chapter meetings, and it must approve any waiver of a chapter tax.
Sec. 72. The Supreme Council Members shall represent their Chapters and shall act as a link between their chapter and the Supreme Chapter.
Sec. 73. All past Supreme Directorums shall be Emeritus Board Members of the Board of Directors. They shall, as such, have no vote at Board meetings, but may attend all of its sessions. No reimbursements for travel expenses are to be awarded.
Sec. 74. The structure of a Supreme Board of Directors meeting shall be, therefore:

The AZO Fund and Its Trustees
Sec. 75. This shall be the means by which AZO manages its Supreme funds. All funds shall be placed under the custodianship of the Supreme Excheque, and they shall be place in interest-bearing accounts, or certificates of deposit. The AZO Fund shall consist of all revenue to Supreme. It shall include:
1) General Treasury
2) Roy Scott Memorial Foundation
3) Insurance Fund
4) Money Order Fund
5) Greeting Card Fund
6) Undergraduate Convention Scholarship Fund
7) Ephraim G. Sless Memorial Fund
Sec. 76. Membership: The Board of Trustees shall consist of the Supreme 1st Sub-Directorum, Supreme Excheque, Director of Financial Affairs, Roy Scott Memorial Foundation Chairman, Insurance Chairman, Money Order Chairman, Greeting Card Chairman, Ephraim G. Sless Memorial Fund Chairman, Coupon Chairman and Director of Trade Relations.
Sec. 77. Activities of present programs:
1) The Insurance Chairman shall collect premiums and shall pay the master premium to the Insurance Company.
2) The Undergraduate Convention Scholarship Fund shall be administered by the Supreme Excheque. The fund shall be established by taking ten dollars of the annual Undergraduate activity fee and adding to it a matching sum of money from the Greeting Card Fund.
Sec. 78. This Board of Trustees shall be subject to all Supreme statutes. All legal obligations must be paid prior to any action of the Board.
Sec. 79. Activities:
Loans:
a) The Board shall be empowered to issue loans, at 1%
below current interest rates, with specified time limits for:
1) Death
2) Illness
3) Accident or personal injury
b) No drug store loans
c) A Frater in his last year of pharmacy school may receive a
one year loan at 1% below the current interest rate, provided that an
acceptable co-signer is available.
d) No other types of loans may be considered by this Board.
Sec. 80. Meetings:
1) There shall be a meeting at each Regional and National
Convention.
2) Conference calls
3) Emergency meetings
Sec. 81. Miscellaneous:
1) A regular report shall be presented to all general
meetings.
2) Authority of the Board shall be granted by, and changed at, Supreme general
meetings.
3) Undergraduate Chapters can be reimbursed from the Supreme treasury up
to $100 per pledge period, with a maximum of two per year, for a smoker
or pledge party after submission of receipts and a list of prospective
members
4) They shall engage accounting counsel for the purpose of preparing and
filing such federal tax returns as may be required by the I.R.S. Such accounting
counsel shall be located in the state of Pennsylvania.
The Supreme Undergraduate Representative
Sec. 82. He shall maintain contact between the Supreme and the Fraternity's undergraduate members. He shall represent the undergraduates at the highest level of the Fraternity's government.
Sec. 83. He shall be a member of the Undergraduate Convention Scholarship Committee.
Sec. 84. The Supreme Chapter shall pay his travel expenses to each Supreme meeting and any other expenses incurred during the discharge of his duties.
Supreme Azoan Editor
Sec. 85. He shall have complete charge of the official publication of the Fraternity. He shall be the head of the Chapter Editors, and shall communicate with and receive reports from them. He shall appoint Associate Editors and a Business Manager to assist him in his work.
Supreme Deputy
Sec. 86. He shall organize and attend to the installation of new Chapters wherever in his judgment he can do so upon sanction of the Supreme Chapter.
Sec. 87. He shall instruct the Assistant Deputies in all official undertakings.
Sec. 88. The Supreme Deputy shall be recognized as the official representative of the Supreme Directorum.
Sec. 89. He shall observe the activities of the Subordinate Chapters.
Sec. 90. He shall report on the Subordinate Chapters and his progress at the meeting of the Supreme Chapter.
Sec. 91. He shall visit each Subordinate Chapter on the specific direction of the Supreme Directorum.
Sec. 92. All traveling expenses incurred by him in the fulfillment of his duties as instructed by the Supreme Directorum shall be paid by the Supreme Chapter.
Sec. 93. He shall be the representative of the Supreme Directorum to the Convention Committees, to supervise and approve all plans in the name of the Fraternity for the Supreme Regional and Conventions taking place a year after the present Fraternal year ends.
Supreme Historian
Sec. 94. He shall have charge of all matters relating to the history of the Fraternity. He shall keep all the historical records of the Fraternity. He shall read a report at the Annual Convention, and, in each issue of the Azoan, he shall give a report of the events and highlights of all Supreme meetings since the last issue of the Azoan.
Supreme Chaplain
Sec. 95. The Supreme Chaplain shall perform the following duties:
a) Open and close all meetings of the Supreme Chapter.
b) Assist in the Memorial Services. These services shall be named in honor of the late past Supreme Directorum, Harold M. Goldfeder.
c) Perform the invocation at all Supreme Banquets.
Sec. 96. He shall care for and maintain a permanent Supreme Memorial Book which shall be present at all annual Convention Memorial Services. All deceased members of the Fraternity since its founding shall be listed therein. The book shall be named in honor of the late past Supreme Directorum, Dr. David L. Dyen.
Sec. 97. He shall cause to have listed, under the heading of "Silent Mortars", all deceased Fraters in the next succeeding issue of the Azoan after the death of the Frater.
Sec. 98. He shall notify the family of each deceased Frater, through the medium of a letter over the Supreme Directorum's signature, that the memory of the departed Frater is being honored annually. A copy of the Memorial Service program booklet shall accompany this letter.
Supreme Azomedic Chairman
Sec. 99. He shall be appointed by the Supreme Directorum annually to collect the activity fees from sustaining members. He shall maintain all records of, and contact with, inactive Fraters, and he shall be the contact between the Fraternity and members in the armed services and between the Fraternity and members who reside or attend school in places where AZO maintains no resident chapter.
Committees
Sec. 100. There shall be the following Standing Committees of the Supreme Chapter:

The Convention Committee

(No Frater shall serve on more than one-half of these Committees concurrently.)
Sec. 101. The Committee on Rules shall consist of four members, one of whom shall be an undergraduate, and shall propose and suggest rules and procedure for the advancement of the work of the Fraternity. It shall serve as a vehicle for obtaining rulings on parliamentary procedure.
Sec. 102. The Committee on Auditing Accounts shall carefully examine and audit the books, accounts, and papers of the Supreme Signare, Excheque, and all others who may receive or expend any funds of the Fraternity, and upon demand said officers shall deliver all books and papers in their possession containing such accounts. It shall, by and with the consent of the Supreme Board of Directors, have the authority to examine the books, records, and accounts of any officer. It shall make a report to the Supreme Chapter at the Supreme Chapter meetings. This Committee shall be composed of the Director of Financial Affairs, as chairman, a Past Supreme Directorum, and a Past Supreme Excheque. There shall be an annual audit at the first Supreme meeting after the end of the fiscal year.
Sec. 103. The Committee on Good and Welfare shall have charge and supervision of such matters as shall be referred to it by the Supreme Directorum pertaining to the good and welfare of the Fraternity and to the good and welfare of the Fraters of AZO. It shall be named in honor of Frater Norman Weintraub.
Sec. 104. The Committee on the Ritual shall be known as the Supreme Ritual Team, and shall take complete charge of giving the Ritual to the charter members of the proposed Subordinate Chapters.
Sec. 105. The Committee on Awards shall select people for national recognition at a program at a regularly scheduled Supreme meeting. The Supreme 1st Sub-Directorum shall be Chairman. Members shall be the 2nd Sub-Directorum, the Signare, the Associate Signare, the Excheque, the Undergraduate Representative, and four experienced Fraters. The Chairman shall vote only in case of a tie. The Committee shall present candidates for the Achievement, Meritorious, and Undergraduate Awards only when there is a qualified candidate. They shall determine the field of scientific research for the Milford J. Harris Award. These awards need not necessarily be presented annually. Membership on this Committee does not preclude any Frater from himself gaining an award. This includes the Undergraduate Representative.
Sec. 106. The Budget Committee shall prepare an annual budget for the Supreme Chapter. It shall propose a per capita tax annually. The committee shall consist of the Supreme First Sub-Directorum, serving as chairman, the Director of Financial Affairs, the Supreme Deputy, and the Supreme Execheque.
Sec. 107. Special Actions Committee shall advise the Fraternity with respect to any issues as may be placed within its advisory jurisdiction. It shall be named in honor of the late Past Supreme Directorum Morris Abrams.
Sec. 108. The past Supreme Directorum's Conference shall meet
at Conventions and Regionals. All past Supreme Directorums shall be
members and the current Supreme Directorum, 1st Sub-Directorum, and
2nd Sub-Directorum shall also be present. The immediate past Supreme
Directorum shall be presiding officer and in his absence, his nearest
predecessor. The Supreme Directorum shall be required to meet with this
conference at least once each year. The conference shall discuss the
present status of AZO and suggest long-range planning. Concrete
recommendations shall be presented to the Supreme Directorum.
Sec. 109. The Supreme Insurance Committee
shall be in complete charge of coordinating the Fraternity's efforts with
respect to any program in which the Fraternity participates or endorses
to its members. The chairman shall act as the insurance company's agent
in the collection of premiums. The funds of the Insurance Program
coming into their hands shall be deposited with the Supreme Excheque.
The Supreme Insurance Committee shall so keep accounts of receipts and
disbursements as to disclose the condition of the fund at any time, and
they shall prepare annually an itemized report of the transactions of the
Committee. The report shall be read at the Convention meeting of the
Supreme Chapter.
Sec. 110. The Resolutions Committee shall meet at the National Convention. It shall consist of a chairman appointed by the Supreme Directorum, and one member of each Chapter in good standing. The Chapter shall select its designated representative prior to the Convention with the name given to the Supreme Signare at the Convention meeting.
Sec. 111. The Undergraduate Convention Scholarship Fund Committee shall provide for greater Undergraduate participation in Fraternal and Educational activities by assisting the undergraduate attendance at Supreme sessions. The Committee shall be chaired by the Supreme Excheque, and shall include the 2nd Sub-Directorum, the Associate Undergraduate Representatives, and the Undergraduate Representative. Payments shall be made for travel expense and Convention fees of the undergraduate Fraters in accordance with the following schedule:
1) The Undergraduate Convention Scholarship Fund shall
receive funds from two sources:
a) Ten dollars from each undergraduate activity fee.
b) This shall be supplemented with funds drawn from the
Greeting Card Fund. It shall not exceed the amount of money accumulated
from the undergraduate activity fees, nor shall it exceed a figure
greater than 50% of the Greeting Cards fund collected during the same
Fraternal year.
2) The amount of each undergraduate's award shall be proportional to the
actual distance traveled by the undergraduate from point of origin, and
at no time shall it exceed the actual travel expenses incurred.
3) The funds shall be kept by the Supreme Excheque.
4) Dispersal shall be by the Supreme Excheque, with the advice and
consent of the Undergraduate Scholarship Fund Committee
5) At the Convention, the amount of the fund shall be determined from
activity fees collected during the previous year. The committee shall
yearly establish the distribution schedule at the convention for the
upcoming year.
6) All surpluses after the final Convention of the Fraternal year shall
revert, permanently, to the Greeting Card Fund or to the general
treasury, from whence they originated.
7) Undergraduate fund recipients shall attend general meetings at the
Supreme Regionals & National Convention. It shall be the responsibility
of the Undergraduate Representative to ascertain their attendance at
these meetings.
Sec. 112. The Scheduling Committee shall arrange for the scheduling and hosting of all Conventions and Regionals. The committee shall consist of three Fraters, one of whom shall be the chairman, the Undergraduate Representative, and a representative of the National Auxiliary.
Special Appointments
Director of Financial Affairs
Sec. 113. There shall be a Director of Financial Affairs, appointed by the Supreme Directorum annually, to advise the Directorum and the Fraternity on all matters relating to the maintenance of the annual budget and of good fiscal management. He shall be furnished with all such reports as he may require from the Supreme Excheque. He shall advise on all budgetary and financial matters, and shall advise the Convention Committees each year with respect to Convention finances. He shall be Chairman of the Committee on Auditing Accounts.
Roy Scott Memorial Foundation Chairman
Sec. 114. He shall be the chairman of the Fraternity's Charitable Foundation, named in honor of the late past Supreme Directorum, Roy Scott.
Sec. 115. He shall create and administer its programs, and he shall solicit funds in its behalf. He shall administer the continuing education program, and he shall deliver a report at the Annual Convention.
Sec. 116. Mixed Chapters and Graduate Chapters may, by making a $200 donation to the fund, receive in turn a $300 scholarship or grant-in-aid available for use by the Graduate or Mixed Chapter in the local college of pharmacy.
Sec. 117. He shall head the Continuing Education Fund Committee, which shall include the 2 Sub-Directorums, and one Frater from each Chapter. Its responsibility will be to have all programs adhere to the standards of the American Council on Pharmaceutical Education.
Program rules are as follows:
1) June 1 deadline for submitting requests for funds.
2) Requests are to be sent to the Roy Scott Foundation Chairman, in his
capacity as Continuing Education Chairman.
3) Total interest earned in one year (July 1 to June 30) is to be divided
by the number of Chapters that lose money and submit requests.
4) The amount given to each Chapter can be up to $100/seminar, with a
maximum of $300/year. In the case of undergraduate and mixed chapters,
expenses incurred in running screening and testing programs are also
eligible.
5) A Chapter running more than one program may combine all costsand treat the
total as if it were from one program.
6) In the event that all interest earned during the year is not
distributed, the balance of interest will revert to the Foundation.
7) Applications must include: name of program, specific topics covered,
expenses listed as such (printing, room rental, postage, refreshments,
and honorariums or gifts to speakers). A copy of all publicity and
printed programs must also be submitted.
8) The hosting body of a Convention or Regional which has included a
continuing education program within its program shall be considered as a
Chapter and shall be eligible to apply for funds.
9) If a Convention or Regional is being hosted by a specific Chapter, that in no
way prevents that Chapter from applying for separate funds for its own
(non-Convention or regional associated) continuing education programs.
10) The Continuing Education Program that takes place at the Annual
Convention shall be named in honor of the late past Supreme Directorum,
Elder H. Stein.
Director of Professional Affairs
Sec. 118. He shall be the First Sub-Directorum. He shall advise the Directorum and the Fraternity on all matters relating to professional activity. All chairmen of professional Committees shall be directly responsible to him.
Director of Fraternal Affairs
Sec. 119. He shall be appointed annually by the Supreme
Directorum, to advise the Directorum and the Fraternity on all matters
relating to the internal structure, protocol, customs, and procedures of
the Fraternity. He shall keep, maintain, and have access to all records
and documents as his position may require and shall otherwise handle any
matter assigned to him. He shall advise the Convention Committees each
year with respect to Convention protocol. He shall maintain and annually
reproduce the syllabus and manual of duties of all officers.
Director of Mailing
Sec. 120. He shall be appointed annually by the Supreme Directorum, to handle the mailing list of the Fraternity and maintain a card file of every Frater ever inducted into AZO. He shall have access to all records and documents as his position may require.
Legal Advisor
Sec. 121. He shall be appointed by the Supreme Directorum annually and must be a licensed attorney. He shall advise the Supreme Directorum and Supreme Chapter in matters regarding legal concerns of the Fraternity. Unless approved by the Supreme Board of Directors or Supreme Chapter in a given situation, he shall serve without compensation, but shall be reimbursed for expenses incurred in discharging the duties of his office. His registration fee at all Supreme meetings shall be paid by the Supreme Chapter.
Director of Trade Relations
Sec. 122. He shall be appointed annually by the Supreme Directorum to coordinate relations between the Fraternity and the Pharmaceutical Industry. He shall be chairman of the Trade Relations Committee.
Greeting Card Chairman
Sec. 123. He shall supervise the administering of the Greeting Card Program. The funds from this account are to be used to subsidize educational and professional AZO Conventions and Regionals, and to give scholarships and grants-in-aid to undergraduate Fraters for the purpose of teaching them the ways and workings of AZO.
Ephraim G. Sless Memorial Fund Chairman
Sec 124. He shall supervise the administering of the Ephraim G. Sless Memorial Fund, and shall continue to solicit funds. The interest from this fund shall be used for scholarships for Colleges of Pharmacy in the United States and Israel. The fund is named in honor of the founder of our Fraternity, the late past Supreme Directorum Ephraim G. Sless. The Committee shall consist of three Fraters, appointed annually by the Supreme Directorum, who shall designate one of them as chairman. A sum of $1,000, but not to exceed 50% of said interest shall be used for the College of Pharmacy in Israel. The balance of money derived from this interest shall be used for scholarships or grants-in-aid at those Colleges of Pharmacy in the United States where AZO maintains a resident chapter. These scholarships and grants-in aid are to be given in a manner as determined by the Fund Committee. A 3 person Scholarship Selection Committee composed of people not affiliated with those colleges of pharmacy where an AZO Chapter is maintained shall select the recipients of the scholarships or grants- in-aid. The Fund Committee shall select this Selection Committee. All such scholarships and grants-in aid shall be named the Ephraim G. Sless Memorial Fund Award.
Coupon Chairman
Sec. 125. He shall supervise the administering of the Coupon program. Funds from this program shall be used to encourage attendance by the Fraters at Regionals and Conventions by reducing the cost of these meetings to the Fraters, provided that no direct payment shall be made to any Frater.
Money Order Chairman
Sec. 126. He shall supervise the administering of the Money Order program. The funds from this program shall be used for the AZO Scholarship Program.
Associate Undergraduate Representative
Sec 127. There shall be three Associate Undergraduate Representatives, appointed by the Supreme Directorum annually, to advise the Supreme Directorum and Undergraduate Representative on all matters relative to undergraduate activity. They shall serve on the Undergraduate Convention Scholarship Fund Committee.
Revenue of the Supreme Chapter
Sec. 128. The revenue of the Supreme Chapter shall be as follows:
1) A per capita tax on each Frater on the roll of membership
of each Subordinate Chapter and Azomedic, such tax to be fixed each
year at the Annual Convention, and such tax to include yearly
subscription to the Journal. Such tax shall be proposed by the Budget
Committee.
